If a firm misses on any 3 of these qualities, this will cause problems throughout the process and after a project is complete.
3) More specific to web design companies, a good firm should be able to explain their capabilities with regard to the following 4 layers of expertise. Design, Programming, Development and Marketing (or Search Engine Optimization).

This is a difficult question because it really depends on what your marketing objectives are, how much marketing content you have prepared and what special features you need for the site.
